Abstract
The article is a commentary to Article 75 that empowers the Union to adopt administrative financial restrictions to prevent and combat terrorism. The article discusses how these measures which are part of the instruments to implement an Area of Freedom, Security, and Justice (AFSJ) can be distinguished from measures adopted under Article 215 TFEU that permits to adopt restrictive measures to prevent and combat terrorism as an external policy measure. Furthermore, the article discusses the objective, scope, measures and target persons of the measures provided for in Article 75, the legislative procedures for the adoption of measures, and legal safeguards for target persons affected by the measures.
